The Project of Chemical Substance Information Quality Improvement and Capacity Building

The transfer of chemical substance safety information has been published since the revised announcement of the “Toxic and Concerned Chemical Substances Control Act” in 2019. In the face of expanding management issues, the establishment and sharing of chemical substance hazards and safety information is the foundation of various management systems. Labeling and safety data sheets have become important tools for the disclosure and transfer of supply chain information, and they are the first step in the safety management of chemical substance operations. The chemical substance labeling management systems of the European Union, the United States, South Korea, and Australia have been collected in the chapter, which can be divided into three categories: labeling, information notification, and information disclosure. The ninth edition of the GHS was revised and announced in September this year. The CLP regulations and guidelines were revised to version 4.2 in March, and the CLP revision procedure was initiated at the same time. Before analyzing the international information transfer of chemical substances, it is still necessary to return to the rationality and feasibility of the hazard classification (whether there is an alternative test or a clear test plan) and the appropriateness of logical decisions, to further determine the correctness of information transfer and the effectiveness of the practical application. Based on the EU Law Enforcement Forum inspection methods and experience, this project performed supply chain labeling and safety data sheet information quality inspections for 10 toxic chemical substances in 30 factories. We have mastered the current status of domestic SDS information transfer in the supply chain and the analysis of compliance with laws and regulations to understand the current status of the quality of chemical substance information transfer and incorporate them into subsequent education and training courses or legal revisions. The project organized an education and training course for law enforcement officers this year. The objective of the course is to strengthen knowledge of law enforcement officers for GHS classification, SDS preparation and verification principles, EU REACH and CLP regulatory revision laws, and the current status of management of domestic chemical substance labeling and safety data sheets. It is expected that manufacturers and importers can gradually implement appropriate safety information transfer and reduce the operational risks of chemical substances.
